An early (i.e. bigger) version of the recuperator? It seems to appear in different lengths on different vehicles, here are other longish ones (from freerepublic.com):

It's the counterweight for the stabilizer.

In many cases it is obvious that it is common plumbing pipe!

It's the counterweight for the stabilizer.

I agree that it most resembles a counterweight.
