The AFV ASSOCIATION was formed in 1964 to support the thoughts and research of all those interested in Armored Fighting Vehicles and related topics, such as AFV drawings. The emphasis has always been on sharing information and communicating with other members of similar interests; e.g. German armor, Japanese AFVs, or whatever.

Could be from 1-40 Armor when it was briefly there as part of the US Army Operational Test & Evaluation Command in the 1990s.

My guess is that since it doesn't have the belly armor that it might have belonged to the 82nd AB at one time. Just about everyone else had the belly armor. It's a fairly late version because it has the external slave receptacle mod. In the 90's it would have been surplus and indeed was probably used for testing.
