Post subject: Anyone know what this is?

We've recently had a lot of Red Kites released near here.
This is similar, but slightly larger size and has a long thin, flat tail (a Kite's is forked).
I used to fly a Buzzard myself and I don't think it's one of them.
Unortunately it was flying high overhead so there's no reference point to size and this is the most I can enlarge it without losing more detail.
It was on the edge of a hill and it semed to be circling and grabbing thermals.

I've had a bird expert on my Facebook page suggest it might be a White-Tailed Eagle.
Be great if it was but I've never heard of one being seen around here before.
