I know two people very likely to be able to tell you. One is Jack over at Lee-Jackson Militaria. I think Shawn solved a few of these with the same contact.

The small shields on the lapes mean Adjutant Generals Department, the actual insignia is not known to me, but I'm sure others would be able to ID it

Thanks all! I just got an answer from another source. It's the '7th Service Command'. Found a picture on e-bay!

It's a service command patch. Count the star points and that'll tell you which one. 7th, 7 points. 8th, 8 points etc...

Yes, as Doug said, L-J's is a very good source for patch identification!
Umh, I should look it up myself, how many service commands were there? Such as what would the 1st or 2nd patch look like...no "star"...
