I've found a photo of this tank on the internet. Is it an IS-4 tank?

I think its a 4 (1947 model)... page 21 Russian Tanks 1946-to the present.

Looks about right - here's the Kubinka one. There was also one reported at Zabaykal'sk.

it seems that the location is "Exhibition in park ODORA SibVo, Chita, Chita Oblast (Russia)".

There is a ''Memorial of military and Labor glory'' at N52 03.004 E113 28.416 with a T-34 and other hardware. No pic of a IS-4..

If you work on the theory that nearly 4,000 JS2 &2,500 JS3 with a mere 250 JS4 being built, with no active service anywhere for the JS4, it's not unsurprising that there are few preserved.
Impressive looking beast.

They were used to make a pillboxes at the USSR-China border, and some tanks can still stay there.

anyway, these are the known survivors, and only known by us. One can never suspect what is preserved, hidden or simply mis-identified, and we could find more IS-4 tanks all around Russia and Eastern Europe.
