Well, it looks like a couple of them may be US, but the two guys on the left look like they are in some other camo pattern. Iraqi Army, maybe?
As for the fans, I'm going to say A/C units. There has been a long standing problem with heat inside of the Brads, and it makes sense that they would finally get around to upgrading them.
