Can one play in 4.07 games with out the 1946 upgrade..?...if there is a 4.07m patch, could you link me to it plz. Looked on the IL-2 site and couldnt find it.

NO....unfortunately. Do not add that patch to 4.04

4.04 was the last release before paid 4.05, 4,07..and the current patch to 4.071

If you would like some help...please pm me. I may be able to assist you.
