Someone only recently asked me this question, so I'll post my reply in case anyone else has been wondering the same.

The Hardware Forum is for any, and all, hardware related issues (doesn't matter if it's purely game related or not).

The various CC contributors to it do so because you're a CC member, in the spirit of the CC community, to keep you up and running for your game and, ultimately, that means making sure all your hardware is in tip-top condition.
