Here is my guess;
Where- Camp Casey, Korea this M26 Pershing should be beside the road in either the 1-72 or 2-72 Armor areas, (First or Second Tank, as they were commonly refered to).
When- I go on a limb here and say spring/summer 1997? (evrything is so green).
Who- I'm guessing you're the gent in the middle?

I guessed 1997 because I was there then with 1/503rd INF (AirAssault). That and the fact that the sleeves are rolled which became a no-no in the late 90's, (at least in the infantry). Also the BDU's look to have the small collars, not the 70's looking huge collars of earlier BDU's.

The M26 is (was) 2nd Tanks (2/72 Ar) mascot vehicle. It is located out front the Old HHC barracks, which I believe are torn down now.
Just before the bridge over the creek bed that was the exit of the 2nd tank Motor Pool.
I always kept my sleeves up, hated them down unless extremely cold. To this day I don't buy the sleeves down policys.  I always felt it was made by 'starch soldiers' who didn't want to wrinkle their uniforms. Screw that, its a damn utility uniform!!
Wash & wear, go to the motor pool, get dirty, get off in the afternoon/evening, and start the cycle all over again.
Anyway,....I digress

Now that I know how to "cheat" I may just as well. Yes, 2nd Tanks barracks are gone, but they have a new "super-hooch" that was 3 stories tall and real long. There is also a D-Fac (mess-hall) across the street. I was on Camp Hovey 2001-02. Spent a lot of time on Casey and many road (foot) marches through that area. I preferred the option of sleeves up as well. The reason given to us was, #1- unifromity, (if one person wanted theirs down, we all had to) and sun-burn. The sun-burn was more realistic but still stupid.

Hi guys! Great challenge! I had no clues except for the tank. Check out the rear fender. That is a muffler on top of it. M26s had a centeral exhaust outlet in the middle of the rear hull plate. No mufflers outside the hull. Also the sprocket is lot lower on the M26. The M26's track has a very noticable drop between the last support roller and the sprocket.
Sorry guys, but that vehicle is a M46 Patton, not a M26 Pershing. I saw a lot of those M46s in Germany and I though they were Pershings also. Until a few years, I didn't even know there was a M46 tank.

Your picture sure generated a lot of comments. I had to get to Roy's before someone new it was an M 46. I remember when HHC drug that thing in and painted her up. Took almost 3 months to get it in the shape it was and even then it was rough. (Broken torsion bars and whatnot) As of 2002 she was back to OD green. If you remember the tank had 73rd Armor numbers on it. The reason was the HHC Commander at the time actually traced it's registration number down and found a photo of it from the Korean war. That's why it was painted the way it was. He even had the crews name stenciled on it. That's what I was told when I asked why it didn't have 72nd on it. When I went back in 94 the history was lost and Duece Tank was painting the High tank crew's name and bumper number on it. 1st Tanks in much better shape and the one that sat by Brigade is now at the Camp Red Cloud Division museum. 2X moved to CRC around 93 I think.
Now for the unsavory charecters in the photo. Remeber I didn't get the yearbook and your picture is a little fuzzy to me (Could be my eyes). The guy to your right looks like Coldsteel 6 Golf, Dave Hewitt, the guy to your left Dragon 3 Golf, SGT Hobbs. But that's just a guess. I haven't seen Hobbs since 91 and Dave since 94. You were Death Dealer 6 Golf from what I recall. I also subscibe to your uniform mentality. Strarch and tankers (REAL WORKING TANKERS) don't mix.
