Still don't understand the need for seriously armed force? Does this sound like an "average day's" murder?:

In one incident yesterday, seven men fired at a sheriff's deputy who had been sent to New Orleans from another part of Louisiana. The deputy was hauling a boat to a staging area for a rescue mission at the time, police said. Police officers shot the seven men, police said, killing two.

Nice work, Mayor, you're only a week and half too late.

BTW, Gen. Honore has stated that the Nat' Guard will NOT be a party to this now, so the mayor can work with the police force that remains to him. My guess is that this will not actually happen, though some effort may be made.

Mayor orders forced removal of all in city
(New Orleans, LA, Sept. 6, 2005) Mayor Nagin today released a declaration of Emergency Order for the City of New Orleans. The declaration reads as follows:

Whereas, the presence of individuals not specifically engaged by the City, State or U.S. Government to assist in the remediation and recovery effort would distract, impede, or divert essential resources from the recover effort.

Now, therefore, I as the Mayor of the City of New Orleans, pursuant to the authority granted by Louisiana Revised Statutes 29:727 and: 730.2, do hereby promulgate and issue the following mandatory evacuation order, which shall supercede the Order issued by me on August 28, 2005, which shall remain in effect for thirty days from this date, unless extended by my order or earlier terminated by my order:

Civil District Court District Court for the Parish of Orleans, State of Louisiana City of New Orleans

Promulgation of Emergency Order

Whereas, Hurricane Katrina has caused catastrophic damage to the City of New Orleans, including, without limitation, several breaches in the levee system, loss of power and water service and the collapse and or loss of structural integrity of roadways, building and other structures;

Whereas, the above referenced damage necessitates an immediate and unimpeded recovery effort by the City, the State of Louisiana and the Untied States Government;

Effective immediately, any public safety officer within the boundaries of the Parish of Orleans, including, without limitation, members of the New Orleans, including, without limitation, members of the New Orleans Police Department, the New Orleans Fire Department, the National Guard and any branch of the U.S. Military, is hereby instructed and authorized to compel the evacuation of all persons from the City of New Orleans, regardless of whether such persons are on private property or do not desire to leave, unless such persons are determined by such public safety officers to be specifically engaged by the City, the State or the U. S. Government in providing assistance in the remediation and recovery effort.

Those persons who are currently located in Algiers on the West Bank side of Orleans Parish are hereby excepted from this Order.

The City Attorney is hereby directed to file this Order with the Clerk of Court.

IMHO after seeing the massive amount of destruction in the aftermath and all the health issues of the dead, chemicals and such posing such a health threat they should have declared marshall law in order to save the people still there.

People there cant be aware of the massive amount of destruction and death that has happened to their world.

Andas far as finger pointing, It doesnt really matter who screwed up but as Americans and the time of terrorism we need to find what failed (not who) and fix it so we will be ready for the next disaster, whether it e natural or terrorism.

As a matter of law and practicality, one must appreciate what "martial law" means. Martial law, by definition means that military authority is in effect for all aspects of security AND administration. i.e. a military govenor. In a disaster situation, the bulk of the effort in all precedant situations has been shown to be most effective when local government is the "first responder". This is precisely what did not happen in LA, because the local and state government is more dysfunctional than you can likely imagine. It is a dangerous precedant to declare martial law in a civil crisis and the federal government is understandably reluctant to impose it....it means ALL aspect of the effort and administration falls to the military governor and absolves the local one on any responsibility. Given the virtual absence of anything that could be called local government, a case for doing so might be made, in retrospect, but it's counter to the U.S. system of federal government.

This is only what we're seeing on our t.v. news in the U.K. and not my first hand experience, but...;

People are arriving back in the U.K. who were evacuated to the Superdome.

They're saying that, when they arrived there, they were directed to sit with the other foreign nationals. Told to form a circle and keep the women on the inside of the circle with the men on the outside. They were told to prepare to protect themselves from attack and their women from attack and rape.

There was no lighting in the toilets and gangs were taking advantage, attacking people in the dark. They had to arrange a 'toilet shuttle' where they formed a gang of their own just to ferry members of their group to the toilets.

I wonder if these gangs also resorted to scent marking too.
They seem to have regressed.

My sympathies and thoughts are with my U.S. friends after the devastation of Katrina. I hope they can also get ahold of the animals making it harder for the authorites and other refugees to recover and deal with them appropriately.

apologies for such a delayed response to this horrible tradgedy. I feel awful for all the people of the affected areas and I pray they get the assistance they require. The Canadian Government along with other aid agencys are pitching in ,,I think we have sent 4 ships full of supplies and much more will come also,,,,
I obviously have missed much though like this whole sean penn and all his other actor pals carrying's ons but I probably didnt miss much cause I personally think overpayed pissypant celebrities are pretty much useless anyways..,,
I would like to express though my simple thoughts on all the looting and shooting and horrible things going on there,
when the tsunami hit those third world countries the destruction was equally horrible. In the aftermath you seen survivors out stumbling around aimlessly,,,,but what were they doing?.....they were looking for the next person they could help or assist, period...!!!!!!!!!
so when I see gangs of armed idiots out stealing utterly useless items for survival means and not to mention all the other crap they are doing, local politicians who are as useless as movie stars, and all the crap yet we have yet to see .....I must say.....the national gaurd and such should get the hell in there and start shootin' some folk. like cmon'....yeah they humans,,,but hardly.
also,,,,is there nothing in the schools there to teach even the most basic of survival methods to those people,,,,if not,,,,maybe it might be time to implement something eh?

Okay....so they did not have the means to get outa town,,,,hello,,,as far as I know homo sapien still has feet and legs and enough brains to buy water, matches, a tent and maybe even some canned goods and jar of peanut butter....sheesh,,,they have no problem walking through all that poisonous water for a pair of nike sneakers so would a couple miles outa town kill them?.....but honestly I doubt the minority criminal element there even made an effort,,,so,,,,shoot the dorks,,,they wanna gunfight and act like ancient barbarians raping and pillaging,,,,,give it to them,,,,obviously gods wrath wasnt enough,,,I thinks they need a little more persausion .....
Other than that small minority of idiots, I hope for the best down there,,,if refugees were being transported up here I would happily take some into my home to help,,,I think a few of you know me enough to know that I really would too.

I hear ya' Hoppa...and I believe you...(except for the bit above) Wink

Actually, they DID have the means to get out of town, but the mayor ignored his own emergency operations plan and not only turned down two caravans of busses to evacuate, he left some 400 school busses and 450 municipal busses in lots to flood. He denied those that would have gone the means to leave...for what he thought was political expedience at the time. Oh...and the governor cried. That helped out a lot too.

"Hello all,

My wife, Debra is a Sergeant with the New Orleans Police Department and has been in the thick of things since Katrina struck. She had to pursuade me to leave the city before the disaster. I did not want to go, I guess having recently retired from NOPD was pushing me to stay. I am now glad that I did leave, but saddened that she is
still there, working for nothing at this point. But to the point.
She has been past the D-Day Museum several times in the last few days. She tells me that even the large windows of the Louisiana Pavilion are intact. She has been told by other officers that the Museum proper was unmolested. Most of the looting was in the Central Business District and in some the mostly uneffected residential areas. She did say that the storage area for the Musem Shop located across the street in the area that will be part of the expansion was damaged in the storm and had been entered. Deb will soon be rotated out of the area for a 5 day R&R, then back in. None of the NOPD have been innoculated for any waterborne diseases and some are becoming ill. Most of this from working 20 hour days with little food and water. She had been patrolling with National Guard members until today. This morning she had 10 NYPD officers assigned to her and continues to perform her duties as the true professional that she is. I do worry about her physical and mental state as she sounds more and more hollow each time I speak to her. Please keep
her and all of the men and women still in New Orleans, and the other affected areas as well as our troops overseas."
