Whether the USS Charlotte was sent by design or not, the nuclear-powered submarine's North Pole trip last month, undoubtedly through Canadian waters, made one point loud and clear: What are you going to do about it, Canada?

Stephen Harper gave his answer last week. As a campaign promise, he proposed spending $2 billion over nine years on three Canadian-built icebreakers, armed and capable of slicing through seven metres of ice, and on construction of a deep-water port near Iqaluit for civilian vessels and warships.

Two billion dollars is a lot of cash for a few pieces of hardware. But $225 million annually is a reasonable amount to spend to shore up our woefully underfunded military presence in the Far North, considering more than national pride may ultimately be at stake there.

Every coastal state, they say, has a navy in its waters: its own, or someone else's. This is not to say Canada and the United States would ever come to blows in the event the Pentagon persisted in challenging our territorial sovereignty in the Arctic. But legal rights can hinge on the exercise of sovereignty, not on mere claims filed away dustily decades ago.

Prime Minister Paul Martin also addressed the Arctic sovereignty issue, but with generalities about defending it, not specifics.

And it is specifics that the long-neglected Canadian military needs now. Jokes about the Edmonton mall having more working subs than the Canadian navy are fine for comedy clubs, but nobody should be laughing when Sea King helicopter pilots must play Russian roulette with their lives every time they harness up.

We have many thousands of kilometres of coastline to patrol and defend, and the Harper plan is a reasonable step.

well personally myself Ascout, I dont believe a word any of them crooks say.......the parties are all campaigning right now for the election so anything any of them say is purely verbal poop( in its liquid form)
I have yet to see any government in this country even keep one promise that is made during thier campaigns......LMAO,,,yeah right......like that pencil neck mommas boy would spend money on military.....it wont happen......why would our country spend money on defending ourselves when we got big brother to the south to bail us outa trouble?

I would guess that is there thought process because helping and looking out for the people of this country is not what our government does,,,,they are out to make themselves and thier friends rich,,.......period.......

this is a great country to live in...dont get me wrong.....just dont pay attention to the escapades of the criminals who run this country and things seem to be ok.....lol

HeHe...well, maybe you can pick up a fighter pilot AND another crooked politician, and darling of defense industry...Randy "Duke" Cunningham! Can't commit to that, though, his sentencing is pending and he might not be immediately available....

Someone might want to mention to Stephan Harper that icebreakers might not constitute the best and most cost-effective ASW measure you can take. Something about slicing through seven meters of ice just sounds loud, I'm guessing our hegemoniacal, Canada-invading, bent-on-destruction-and- World Dominationâ„¢ subs would just go well around them.

I read Harper's proclamation with the same jaundiced eye toward patronizing nationlist spirit as Brasil's Lula announcing intentions of developing a nuclear weapons program to a speech before his generals a year or so ago. Ain't gonna' happen, but it generates applause....

I have yet to see any government in this country even keep one promise that is made during thier campaigns......Well Cretian did promise to balance the budget and that got done,and your buddy Ralph promised to slash provincial services and rip up collective agreements,and that got done too.And yes the constant theiving is annoying but it's everywhere,union offials,the punks two blocks over even people sneaking in our lunch room.The point is people are going to steal from you regardless of where you live or how much it pisses you off,if you get over it you will feel better.As for Harper if he gets his way and jumps into bed with China as our new best trading buddy it might be time for me to move a little closer to my little sister,in Australia
