Not without a remote weapons station or at the least, a powered turret...

These are hideously expensive custom-built chairs for the disabled with special mobility needs (like getting to the mailbox in heavy snow and stuff). There is one commercial company that sort of "mass-produces" them, and the one guy who designs and builds for each person's needs, depending on the nature of their disabilities. Prices are well into five figures.
