Relook: XM808 'Twister'
The AFV ASSOCIATION was formed in 1964 to support the thoughts and research of all those interested in Armored Fighting Vehicles and related topics, such as AFV drawings. The emphasis has always been on sharing information and communicating with other members of similar interests; e.g. German armor, Japanese AFVs, or whatever.

I remember watching it on our black and white TV when it was first made and it has always been one of my favorite AFVs.

TMP = Transportation Motor Pool...which in current US use usually refers to a consolidated 'rental car' lot for an entire installation. The vehicles are usually managed by the Government Services Admistration (GSA) and are mainly civilian vehicles ranging from sedans/cars to vans and buses, with a handful of construction equipments thrown in. Generally no tactical or armored vehicles are available for loan, but the fenced enclosures are often used as temporary storage for cargo or trucks awaiting unloading.

I'm guessing that Twister is there because it has wheels, there is nowhere else to put it, and somebody has decided it could be stolen.
