Armored Car ID Help Needed
The AFV ASSOCIATION was formed in 1964 to support the thoughts and research of all those interested in Armored Fighting Vehicles and related topics, such as AFV drawings. The emphasis has always been on sharing information and communicating with other members of similar interests; e.g. German armor, Japanese AFVs, or whatever.

I have been checking the picture, also an little further down the road to see the side of the vehicle

In my opinion it looks more like an improvised armored truck, like the one's they made in Croatia during the war over there

Like the one's that Rafal posted in the thread here

Seems unlikely in Burbank, California...

I'm still thinking its a replica or mockup of some sort of armored car, likely a German one?, based on a truck chassis as you said...
